    ASSYST, Sterling, VA – October 2007: ASSYST has been contracted to provide management, subject matter expertise and technical services to the Department of Budget and Management, State of Maryland to modernize their personnel management system.  The three major components of the State Personnel Management System (SPMS) are (1) Personnel Management / Position Control System (PM/PC), (2) Employee Benefits System, and (3) Time Entry Management System.

     

    Other ancillary systems include Distributed Web Front-end Sub-System for Transaction Input / Validation / Approvals, Recruitment and Examination, Applicant Tracking, Eligible Candidates List, Performance Evaluation Program (PEP), Medical Director’s Drug Testing, Automated Increment and Cost of Living Adjustment (COLA) processing, Annual EEO and Work Force Analysis Reports, and Legislative Reports.

     

    The PM/PC system is the main application in the SPMS. It maintains and updates approximately 80,000 employee records with information relating to salary adjustments, re-classifications, transfers, promotions, and other relevant data along with employment history. Most of the data updated in the PM/PC is forwarded to Central Payroll Bureau (CPB) to update payroll records.

     

    The Employee Benefits System known as the Benefits Application System (BAS) maintains the State of Maryland’s cafeteria-style health benefits program for active, retired and satellite State employees. The BAS manages over 110,000 active and retired employees’ health benefits that include six health care providers, two dental plans and a prescription plan. The main function of the BAS is to maintain current employee benefit records, add and remove employees and dependents, and provide health providers and CPB with bi-weekly updates of enrollment activity. DBM/OIT/ASM staff converts all health data to meet HIPAA compliance before data transmission. The BAS includes an Interactive Voice Response (IVR) system, which allows employees and retirees to change their benefits during the annual open enrollment season.

    ASSYST , Sterling, VA – October 2007: ASSYST goes live with eCitation. The Electronic Citation Program of Maryland is a co-operative project of the District Court of Maryland, Maryland State Police, and Advanced Software Systems, Inc. (ASSYST). With e-Citation the State Police Department will have a technology solution to receive acknowledgement of receipt of the citation from drivers by scanning driving licenses and using an electronic signature or securing the traditional written signature.

     

    ASSYST has been working closely with the District Court of Maryland and Maryland State Police to implement key features of e-Citation to enhance officer and motorist safety by decreasing the duration of roadside traffic stops, use automation to improve the legibility of the electronically generated citation, and implement tools and technology to facilitate the electronic and secure transmission of the record of the traffic violation to the court. In addition to the Maryland State Bar Association (MSBA), the initiative has the support of the Maryland State’s Attorney’s Association, the Office of the Public Defender and the Maryland Department of Transportation.

     

    As part of the e-Citation initiative ASSYST is working with its public safety partners to improve officer safety by reducing the amount of time an officer is outside the cruiser by an estimated 80 percent. Further, e-Citations will provide the community with accurate information of offenses as officers give citizens citations generated in the laptops in their cruisers. This information can then be used to determine problem areas or "hot-spots", which can be proactively responded to by law enforcement. The data from e-citation is electronically transferred to the police agencies and then to the courts, reducing errors throughout the processing system. As e-Citation evolves it will become a proven model of efficiency in government, and more importantly an innovative approach to improving public safety.

    ASSYST is working with Amtrak to evolve their software artifacts, identify new process activities, develop use cases and document requirements. Some of the primary activities include managing the development and implementation of software applications, interviewing Amtrak stakeholders to identify objectives and constraints and suggesting alternatives, guiding the project team using best development practices and efficient implementation strategies, and resolving technical and managerial issues. Other areas of support involve communicating project information and updates to Amtrak, conducting document reviews, and periodic reporting of project progress.

    ASSYST is being brought in to upgrade and enhance ALF’s SharePoint applications and to provide web development services.  Activities that ASSYST would be involved in include documenting the existing system and establishing a baseline, designing the new home page, providing functionality for announcements, press releases, and current health and industry news, and providing links to external sites.  Other important functionalities to be incorporated include a media section, people finder with directory, resource library, legacy products, guide to D.C., frequently requested documents, links to partners’ websites, stakeholder relations, and the sponsorship corner.

    ASSYST, McLean, VA – August 2007: ASSYST has been awarded with the contract for Product Evaluation for Case Management Systems with the National Center for State Courts (NCSC).  ASSYST will provide hosting services for the Integrated Case Management System (ICMS) application.  The instances will be hosted on a server running Windows 2003 OS and SQL Server 2005 Express Edition as the database engine. ASSYST will maintain and update the operating system and the database engine with the releases recommended by the product vendors. ASSYST will monitor the health of the environments periodically and provide recommendations to NCSC and also take regular backup copies of the environment. 

     

    ASSYST will provide Independent Verification and Validation (IV&V) services for NCSC and test the ICMS application, checking for non-compliance or non-availability of desired functionalities stated in the requirements document.  ASSYST will verify the performance of the application in the light of the functionality document provided by the product vendor. ASSYST will separately configure instances to carry out the verification and validation task, and will report all cases of non-compliance. ASSYST’s Program Management will coordinate all project activities and will deliver a weekly status report to NCSC.

    ASSYST, McLean, VA – July 2007: ASSYST to work on the Child Welfare Database System project for the State Judiciary under the direction of Foster Care Court Improvement Projects (FCCIP). ASSYST will be providing project related services that include analyzing the system functions and features, requirements gathering, external stakeholder communication and coordination, project plans and scheduling and status reporting.  ASSYST will help FCCIP develop and administer a change management process in accordance with parameters agreed to by key stakeholders and the Judiciary Information Systems (JIS) technical support resources. 

     

    ASSYST will conduct structured sessions to define and document functional and technical performance requirements in accordance with JIS guidelines, including the creation of both narrative requirements and use cases.   ASSYST will develop requirements traceability matrices (RTMs) to facilitate the creation of test plans and test cases, as well as system and user acceptance test plans and test cases.  ASSYST developed the planning phase and project life cycle activities for FCCIP and is working with FCCIP to develop the project schedule and strategic plan to present to the advisory committee.

    ASSYST, McLean, VA: ASSYST wins the contract for ERP Requirements Analysis for Replacement Systems at Maryland's Administrative Office of the Courts.  The project focuses on transforming the results of a recent workflow analysis and recommendations study into functional requirements appropriate for an integrated system solution.

     

    ASSYST is to perform initial market research and recommend potential products appropriate to the size of AOC’s operations and the scope of AOC’s needs.  ASSYST will need to develop a solution that includes both functional requirements and technical considerations to ensure compatibility with the architecture being implemented by the Judicial Information Systems department.

     

    By working with the AOC’s Procurement Department to develop an effective set of requirements and criteria ASSYST would help this customer identify major customizations, conversion, and implementation considerations including systems implementation and ongoing maintenance and support alternatives.
